Speed is taking the Mach Five on a time trial. Sparky clocks him at 44 seconds at an average speed of 180. The new engine gives Speed a good chance of winning the race at Danger Pass. A mysterious black car comes onto the track and rides the Mach Five’s tail. Speed uses the autojacks to get out of the way. Speed comments that the car is driven by a reckless driver and he hopes that it doesn’t mean bad luck.
Elsewhere, the mysterious black car rides the tail of a car being driven by a man in a suit. The number X3 flashes on the hood. The man wonders if that could really be THE X3, the Melange. In an answer to his question, a voice is heard, “Melange still races.” The Melange forces the other car off the road and leaves behind a leaflet with “X3″ printed vertically on it.
Later, Speed and Mr. Herring of the Racing Car Association are called to police headquarters to help investigate the mysterious accident. Speed says that it must be the mysterious black car he saw at the track. Inspector Detector interjects that Mr. Herring claims there he’s neither seen nor heard of such a car. It makes the case even more puzzling. But the inspector has one clue, a piece of paper found at the scene. The paper has “X3″ printed horizontally. When asked if the letters mean anything, Herring breaks a sweat and says he doesn’t know a thing.
Herring leaves and makes a call from his car. He warns a friend, the President of Ocean Industries about the X3 and warns him not to go out. But he has some important business and goes out anyway. As he is driving his purple car, the X3 comes up behind. He hears “Melange still races” before he is pushed into the ocean.
As Speed waxes the Mach Five, a radio announcement tells of the accidents. Speed turns off the radio and turns around in time to see Trixie who has prepared a picnic lunch for them. Speed wonders why the X3 is going after all the racing officials and what X3 means. Trixie gets Speed to drive by saying, “We start in five seconds. All drivers get behind their wheel.” Before the kids can get away, Inspector Detector shows up to enlist Speed’s help. Trixie objects. Speed overrules. Trixie thrusts her nose in the air and sniffs, “A fine police department we have when it has to ask for your help on the day we were going on a picnic.” She adds, “I spent all last night making a special lunch. What’s going to happen to that?” Of course, Spritle is there to make a suggestion.
Spritle offers his help. He’s carrying something and asks Speed what he thinks it is. After Speed gives the correct answer, a tape recorder, Spritle says its a tape recorder disguised as a camera to fool spies. Speed asks the obvious question what will Spritle tape record if there are no spies involved. Spritle replies that he’ll just have to record Chim Chim.
Speed’s police radio informs him that the mysterious sports car has been spotted heading south on Highway 5 at 180 mph. Speed puts on his helmet and takes off. Speed pushes Trixie out of the car. She wonders what happened to Spritle.
Meanwhile, the X3 is terrorizing the central city. Speed loses the car. He sees a small flower shop and asks the clerk if she’s seen a black sports car. She says she hasn’t. While Speed is apologizing to Inspector Detector for being such a doofus, Trixie calls on the radio. She’s in her helicopter and the car has been spotted three blocks north of Speed’s present location. She realizes she better help or Speed won’t go on the picnic the next week, either.
Speed takes chase and the X3 crosses in front of an approaching train. The driver isn’t so lucky and is nearly skewered by the crossing gate. Speed discovers the driver is actually a robot. As the robot powers down, Speed hears “Melange still races.” although it sounds like gibberish to him.
At the police lab, the robot is being analyzed to learn something about who made it. Speed couldn’t make out what the robot said because of the railway noise, but Spritle tape recorded it while he was hiding in the trunk of the Mach Five. The little brat agrees to turn over the tape for the promise of a seven-layer chocolate cake. The tape is played but the inspector wonders what Melange means. Speed remembers from his studies in French history that Melange is the name of Napoleon’s horse who saved his life.
Pops has more useful information about Melange. Fifteen years ago, in a race at Danger Pass, Mr. Black and Mr. Green, who were recently crashed into by the mysterious X3, were coaching the Three Rose Team. They were worried they might be beaten by a young driver, Flash Marker, who was driving the Melange. There were 50 cars in the race and about midway through the race, the Melange began passing all the other cars at the entrance to Danger Pass. He was forced off the road by a car owned by the Three Rose Team. No one ever found out if the crash was accidental. Flash Marker left behind two children. His daughter, Lily, was the clerk at the flower shop. When Inspector Detector et al visited Lily, her brother, Flash Jr., was sick in bed. They leave convinced that Flash Jr. had nothing to do with the Melange.
With the heat off, Flash thanks Lily for lying about his whereabouts. Flash takes Lily downstairs to a secret factory where Flash switches auto bodies on the frame of the Melange. He wants Lily to drive while Flash controls the car by remote control. She agrees to his plan under duress.
At the beginning of the race, some of the drivers are introduced. Car 6 will be driven by Skid Chill. Number 77 will be driven by Sooten Grimes. Car 86 by Scootem Rooter and the Mach Five by none other than Speed Racer. A last minute entry, car 3, is driven by Miss Julie. Speed can’t take his eyes off the mysterious new girl. Trixie, with her territory under invasion, commandeers Spritle’s hiding place in the trunk of the Mach Five.
Overhead, Flash pilots a helicopter, He promises to avenge his father.
The first race at Danger Pass in years, and Speed wonders if it’s just a coincidence that the Three Rose Team and a car that might be the Melange are in the race. Ya think? The Three Rose Team are determined to take out the Mach Five at Danger Pass. Car 3 (which we know to be the Melange) makes a “bowoom” sound as it passes the Mach Five. Shortly, the “3″ flips over to reveal “X3″. Cue the suspense music as the Melange and Speed play bumper cars. Lily faints and her helmet falls off. Speed sees the girl is Lily. Will this be Speed’s last race?
